CAPEX Project Manager

A leading industrial organisation is seeking a highly experienced Development and Project Manager to oversee the owner-side delivery of a new manufacturing facility in Dong Nai Province, Vietnam. This pivotal role offers you the opportunity to act as the principal representative for the company, ensuring that every aspect of the project—from definition through design, procurement, construction, commissioning, handover, and close-out—is managed with precision and care. You will work closely with senior management, engineering, manufacturing, operations teams, consultants, contractors, suppliers, and authorities to guarantee that the facility meets all operational requirements and long-term objectives.

• Take overall day-to-day responsibility for managing the development on behalf of the company, ensuring alignment between project brief, design, construction, and operational requirements.
• Lead the delivery of the new manufacturing facility by coordinating internal stakeholders and external project teams including designers, engineering consultants, approval specialists, cost consultants, contractors, and specialist suppliers.
• Implement approved project delivery strategies while establishing robust governance controls and communication protocols across all phases of development.
• Maintain disciplined owner-side commercial and contractual control throughout project delivery by monitoring obligations, deliverables, variations, claims, change requests, progress claims, and final accounts.
• Manage procurement processes to achieve clear scope definition, market competitiveness, appropriate risk allocation; coordinate tender documentation preparation; assess contractor capability; participate in interviews; negotiate contracts; maintain auditable records.
• Oversee statutory approvals by coordinating licensed consultants and contractors to plan, obtain, close out required permits; monitor compliance with planning regulations; escalate risks affecting programme or operational readiness.
• Establish integrated development programmes by reviewing contractor schedules; monitor critical-path activities; identify delays or constraints early; require credible mitigation plans; report milestone movements.
• Represent the company throughout construction by maintaining visible presence on site; chair meetings; coordinate inspections; track unresolved issues; escalate matters affecting scope or quality without assuming contractor responsibilities.
• Ensure quality requirements are represented through project contracts by reviewing systems/plans/reports; monitoring implementation of inspection/test plans; coordinating consultant inspections/testing; closing defects before completion.
• Promote strong health/safety/environmental performance from owner’s perspective by reviewing contractor HSE plans/reports/incidents; participating in safety meetings/inspections; escalating unacceptable risks promptly.

What you bring:

• Degree in Engineering, Construction Management, Project Management, Architecture or related discipline is essential for this role.
• Minimum 10 years’ relevant experience in development/construction/project management with proven track record delivering significant industrial/manufacturing/logistics/infrastructure projects.
• Demonstrated experience working in owner-side/developer-side/senior project-management capacity managing multidisciplinary consultants/major contractors through design/procurement/construction/commissioning/handover phases.
• Strong Design & Construct contract-management expertise including commercial understanding of progress claims/variations/change control/final accounts.
• Proven programme/risk/stakeholder-management capability with ability to coordinate large-scale factory or advanced manufacturing facilities.
• Experience managing projects within Vietnam including knowledge of local construction practices/permitting/statutory approvals is highly desirable.
• Familiarity with heavy manufacturing buildings/large-span structures/overhead-crane facilities/electrical infrastructure/process utilities/production equipment is advantageous.
• Professional proficiency in English/Vietnamese enables effective communication across multinational teams/stakeholders.
• Relevant Vietnamese project-management/construction-supervision qualifications are preferred where applicable to functions performed.
• Exceptional written/verbal communication skills combined with negotiation/reporting/problem-solving abilities ensure clarity when explaining complex issues.
